A recent article published in the local government finance community surveyed the whole gamut of villains currently perceived to ail local government pensions - from funding gaps leading to rises in the council tax or cut services; toxic assets; exposure to Icelandic banks; and more concerns about artificially-inflated future liabilities, it appears that Dr Octopus has his tentacles everywhere. Leaping large gaps, facing large rises, dealing with toxic and flying to colder climes to carry off large bags of cash would surely be better placed in comic books. So is this is a job for superman/girl?
