Plans by Lancashire CC to encourage more independent living and streamline its care services among the elderly ran into a of ill-informed criticism. Joe Slater describes how the county, nonetheless, managed to get its message across. It has been four years since Lancashire CC embarked on its ambitious and controversial programme to transform residential care services for older people. In 2001, the council adopted a new commissioning strategy for older people care services. This was based on a policy of reducing unnecessary admissions to residential care by developing alternative services, enabling older peo- ple to maintain their independent living and being cared for in their own home or in extra care housing schemes. This approach was aligned to government policy.
