The new Comprehensive Performance Assessment 2005 identifies equality and diversity as a cross-cutting theme. And with the Local Government Equality Standard envisaged as one of the benchmarks to assess how councils are performing, local authorities have to wake up to the challenges of mainstreaming equality and diversity, if they want to succeed. The equality standard was developed in partnership between the Commission for Racial Equality, the Disability Rights Commission, the Equal Opportunities Commission, and the Employers' Organisation for local government, with assistance from the Audit Commission.
