Cllr Simon Milton thinks recent progress on Local Area Agreements is a small but significant shift in relations between central and local government. Councils free to spend money how they think best, joining up services at a local level. Local authorities which are more powerful, flexible and responsive to their people. Less government interference and scrutiny, with fewer plans. Councils working with their partners to deliver, democratising responsibilities, and taking power from central government... Just some of the items included in the manifesto agenda for the LGA. But will Local Area Agreements (LAAs) take us further down this road?
