We need the freedom to innovate

A number of people in local government have agreed with my comments on the conference circuit that there is a problem with the extensive use of local authority powers. Moreover, the use of different types of power also differs, with the more innovative powers being used less than the more mainstream ones. In earlier articles in The MJ, I have covered Section 106 agreements, where there appear to be two separate levels of activity - the ordinary agreements, which are very much 'bread and butter' to local government, and the more innovative regeneration and transport arrangements. And it is in the latter that the problem lies.
