Doncaster Council has radically transformed the HR function. As a result of our efforts we have received national recognition. This year we are finalists for two HR Excellence Awards competing with major companies from the private sector as well as national public sector organisations such as the CPS. In 2005, the Council was listed by the Guardian as a 'Top Employer.' So what did we do and how did we make this change?
