The coalition government - and Parliament itself - might learn much from local authorities which have experienced hung or balanced councils for many years. But, there are three main differences: 1. The council cannot be dissolved. As a consequence, in the majority of authorities, the 'hung situation' is likely to last four years. In most other councils, however, there is an election of one-third of the council every year, with a gap without an election every fourth year, which holds out the possibility that the 'hung situation' may be only temporary.
