Hampshire knows what Hampshire wants

County and unitary authorities lost their strategic planning powers to unelected, regional bodies in 2004. The South East England Regional Assembly (SEERA) in Guild-ford, and now the South East England Development Agency has, for example, the responsibility to recommend to the Government the distribution of housing numbers between district areas in Hampshire and whether strategic gaps between settlements should be maintained. Now, as part of the Sustainable Communities Act, Hampshire CC will be working with communities, partners and district and borough councils to submit a proposal this summer, pressing the Government to give back this control to the democratically-elected representatives of Hampshire.
