Minister unveils early plan for voters to register individually

Plans to get voters to register individually for general and local government elections have been brought forward by the coalition government.Mark Harper, the Cabinet Office's minister for political and constitutional reform, announced on 14 September he would ask voters to register individually - and online - from 2014, as part of the Government's plan to ease electoral costs and tackle fraud.
