It seems clear that whoever is elected president of Haiti in November will confront some of the world's toughest challenges.The epicentre of the January earthquake, in which 300,000 died, was the town of Leogane - 35 miles south-west of the capital, Port-au-Prince. It seems natural that Leogane - with 80% of its buildings destroyed or damaged - was chosen by Haiti's local government minister, Paul Antoine Bien-Aime, as the focus for a new international local government initiative.
