A brief scrutiny of the index to Tony Blair's time reveals that local government was hardly high on his radar. There are no references to local government" or 'councils' or 'town halls' at all. This may paradoxically reflect his lack of concern about the performance of the sector.For there are copious references to public sector reform, or rather the lack of it and many paragraphs devoted to the weaknesses of Whitehall as well as the NHS and education and the welfare system. Indeed the chapters devoted to domestic policy are frequently a lament to stalled or failed reforms culminating in a tirade against his successor for not using the economic crisis to drive through change.
