In my job, I talk to a lot of senior managers across local government, and in doing so, I hear a lot of stories about what is happening out there. It seems we live in very interesting times, and a febrile atmosphere pervades. As examples, I have heard of one chief executive who, having referred a cabinet member to the Standards Board for impropriety is, as a result, the victim of attempted disciplinary proceedings; another, where a senior politician has played the housing lettings system to his own benefit; and an incident where politicians are minded to award a tendering exercise to their own preferred bidders, rather than the winning tender.
