"If councils are supposed to be flat broke, how come their staff car parks are full to bursting? And how come, even though supposedly there isn't a brass farthing to fill a pothole, the streets are blocked with roadworks and blokes in hard hats? And how come councils still manage to employ squillions of parking wardens, even though, ap- parently, they've been laying staff of left, right and centre because of the cuts? And how come they still work nine to five in cushy offices when surely if they were really bust they'd have sold off the town halls and put all the 'workers' in portacabins?
