Making Shared Services Work

When it comes to the question of how local government is to deliver its required savings one of the answers is always; the shared service agenda. But the concept of sharing services within councils and between them is nothing new. Almost a decade ago the Audit Commission published its report Street Scene which called for an integration of street based services, effectively shared services. Whilst CIPFA published a paper on Opportunities and Issues for Shared Services back in 2006. So if the case has been made frequently why do shared services remain relatively elusive?
