For those of us who have been around a while, mid-term pronouncements by prime ministers facing accusations of drift and dither have a familiarly hollow ring. The line is always, 'It's time to get tough', and 'something must be done', followed by pledges which never materialise because they are unrealistic and impossible to implement In reality, they don't know what to do next Still, lets be charitable. Let us ignore David Cameron's efforts to tear up the delicately-reconstructed National Planning Policy Framework, which is only six months old, or his belief that a few thousand new houses will kick-start the lifeless economy.
