A charity-collecting duck has fallen 'fowl' of local authorities in Devon after it was told to get an official permit. 'Star' the Duck {pictured) and owner Barrie Hayman have been collecting in towns across North Devon for a local children's hospice, but both were told last week they need a street licence in order to continue.
