I read recently that the US Army knows exactly where its next generation of leaders is - it just can't put exact names to them yet One hundred per cent are promoted from within, so the key is to grow leaders at all levels and select the ones most likely to succeed at more senior levels. This begs the question as to the extent to which you know where your next generation is coming from, and what you are doing to grow them from within7 It is increasingly recognised that, as a response to current challenges, local government needs leadership at all levels -distributed leadership.
