Senior MPs have accused the Treasury of hiding behind a spending control exercise to lay the groundwork for a further round of public spending cuts. Concern is snowballing over a new requirement, announced by Treasury chief secretary Danny Alexander in April, that Whitehall departments must set aside 5% of their resource budget that could be withdrawn at short notice, should the Exchequer decide to re-prioritise public spending.
