More powers mean more responsibility

Yet this boost in power carries with it an increase in responsibility, and therefore, necessitates greater transparency and accountability. If councils are to have broader powers, residents and opposition councillors need to have access to a wider variety of checks, balances and forms of scrutiny. At Harrow LBC's most recent cabinet meeting, the Labour administration presented its draft budget for 2012-13.
