The focus for some time now in local government has been on how to do more for less. For most, this has probably meant protecting the front line wherever possible. That has been a challenge. But as we continue to implement our programmes of cuts we will have to take services away from groups who depend upon them. That will make their lives worse. Now some people like to argue that people have become over-dependent on the state and that this will be ultimately good for them, forcing them to take control over their own lives. I think that's a bit simplistic. The truth is that if any of us were to lose a service that makes a big difference to us, it would have an impact.
