Lord Heseltine, the Government's growth adviser, has backed a West Midlands-based pilot which could help merge ￡49bn of Whitehall funding into a single contestable cash pot. The Conservative peer, a former deputy prime minister, will advise a three-month review, known as the Greater Birmingham Project, exploring how the city-region could manage responsibilities currently held by Whitehall departments, in order to drive local growth.
