A failure of political leadership at the top of the civil service could throw into disarray plans to speed up spending cuts in the next Parliament, an influential Whitehall think-tank has warned. A report from the Institute for Government (IFG) claims a 'lack of collective leadership' and 'short-termism' ahead of the full 2015 Spending Review could retard the political momentum for austerity - potentially extending cutbacks into the 2020s. Entitled Leading change in the civil service, the paper, based on more than 300 interviews with civil servants, suggests Whitehall has three key challenges ahead of 2015.
