Local authorities must recognise that there is a tension between cutting youth services and reducing underage drinking, a report by think-tank Demos has confirmed. The Association of Convenience Stores commissioned Sobering Up as responsibility for making decisions about how to tackle the harm caused by alcohol increasingly shifts on to councils and other local partners in the absence of a strong national policy.
