Across the country local councils are preparing evidence and submissions as part of the Spending Review process, and as budgets reduce and pressures build we must re-calibrate funding to meet demand as efficiently as possible. Counties face atypical demand-led pressures through our demographics and geographies and this needs to be met through proportional funding, radical reforms and local flexibility. The first priority is for longer-term funding settlements that reflects demand-led pressures at the local level. I suggest that we should cater for demand-led pressures transparently in the Revenue Support Grant.
