It's hard to believe it was 18 months ago when I wrote about the needs and redistribution consultation. And here we are, pulling together responses to the latest finance consultation, the Fair Funding Review. Time has moved on but the issues remain and progress on a new approach to funding has slowed. When councils accepted the four-year settlement offer they did so against the background of 100% business rates retention being introduced within this settlement period.
