Javid: 'Help me make a case for action on HRA'

Local government secretary Sajid Javid has urged the sector to use headroom in the Housing Revenue Account (HRA) to boost his case for further action.Speaking at the District Councils' Network (DCN) national conference last week, Mr Javid suggested he wanted to further increase flexibilities but needed to make a 'stronger case' to chancellor Philip Hammond.President of the Society of Local Authority Chief Executives, Jo Miller, Communities and Local Government Committee chair, Clive Betts and Local Government Association (LGA) chief executive, Mark Lloyd, are among those to have called fora lifting of the HRA borrowing cap.Last week's annual local government finance survey,carried out by The MJ and LGiU think-tank, found 80% of council bosses wanted the cap to be raised in their area while two out of three said they would like it removed.
