CPA may have been a hit of a shock to the collective local government system, but it is definitely here to stay. Even the most die-hard objectors have now come to terms with the reality of the annual league tables. The assessments have changed the face of local government, and pushed forward improvement. They arm councils with the ammunition to prove how good they are and potentially offer them privileges and freedoms - assuming the Government doesn't u-turn on them all as it has done with council tax capping. The league tables will continue. Despite embarking on. a rolling programme of assessments from 2005, there are no plans to do away with the December league tables. The only concession to concerned councils has been to include a 'direction of travel' -so lower ranked authorities can prove they are attempting to get better.
