Westminster City Council believes government at all levels should take the minimum necessary from the public to provide first-rate services - with the ultimate goal of hav no local tax system at all. Its deputy leader Kit Malthouse explains. Whatever you may think about council tax - and its relative 'fairness' - under no circumstances can it be described as progressive. The reason that resistance to the tax has been led by pensioners' groups is that it hits them, and other low-income groups, the hardest. Unlike income tax, it is also a highly-visible cost. Rather than the money being removed painlessly from your wages under PAYE, you actually have to write the cheque yourself - and for many people, that really hurts.
