In the pages of The MJ, the main interest in the Government's policy initiative to establish more unitary authorities has been around the specific bids, and their chances of success. But there is a much more fundamental issue involved, which has, so far, not received the attention it merits, and that is the bizarre nature of the process which the Government has set up to establish more unitaries. It is an inconsistent, undemocratic and profoundly-unsatisfactory way of carrying out a reorganisation.
