As the Autumn Statement looms large on the horizon, local government has shifted gear into full-on lobby mode. In past years, this would have been a ploy to get more cash from central government coffers - this year it is more a question of survival. Today's report from the Audit Commission has made it plain just how dire the situation is for some authorities. A quarter of councils are at 'high risk' of financial failure.
