London Councils has called for more powers to build on the capital's success with turning troubled families around. A report published this week said London boroughs had helped improve the lives of more than 11,500 families in the capital since the launch of the Government's Troubled Families programme in 2012. A Department for Communities and Local Government spokesman said: 'We welcome this endorsement of the Troubled Families programme and how this approach can be a model for other local service reforms that put the user first to improve outcomes and reduce long-term costs too.' Separately, London Councils' submission to the Treasury for the upcoming Autumn Statement, called for the removal of the Housing Revenue Account borrowing cap and for housing benefit to be devolved to local areas.
