The implementation of a City Centre Masterplan to improve and regenerate the city centre is, in the judges' view, an excellent example of how to encourage economic growth and turn around a dwindling city centre economy. The council has been steadily improving customer service and regaining control of housing stock that had been previously poorly managed. This entry was a good example of strong leadership and staff engagement in improving a service. There is evidence of a strong customer ethos and a committed strategy which has resulted in the repair budget overspend of £1.31 m becoming a £900,000 underspend.
