Concerns over rates redistribution

Sector experts have voiced concerns over the redistribution of business rates after retention. They warned it would be difficult to strike a balance between providing incentives and catering to need under the new system. The communities and local government committee this week kicked off looking at the issue with its first public hearing. It is understood that business rates legislation will be implemented in the autumn, with a gradual roll-out of 100% retention beginning in 2018. Giving evidence to the committee, senior researcher for the Institute for Fiscal Studies, David Phillips, insisted there would be more clarity and flexibility if there was a separate grant system involved.
