The extension of right to buy to housing association tenants should be funded by Whitehall rather than councils, according to MPs. A report published yesterday by the communities and local government committee called on Whitehall to pay for the discount the scheme will offer to housing association tenants. The Government currently expects this to be funded by forcing local authorities to sell off high-value council homes. Committee chair Clive Betts insisted the success of the policy would depend not just on increasing property ownership but also on whether more homes were built He warned unresolved issues could have a 'detrimental effect' on the provision of affordable housing and rented property.
