The subject of China still remains a much discussed topic at conferences. China's policy shifts regarding recovered paper (RCP) imports are having global implications, explained Ken Waghorne, Vice President of Packaging for RISI, to attendees at RISI's International Containerboard Conference held last month in Chicago. China's RCP imports have declined. "Chinese firms are investing in North American assets as a hedge against a potential 2020/2021 zero RCP import policy," said Waghorne. China's trade position is changing dramatically. Boxboard exports peaked at 1.5 million tons in 2016 before dropping to 134,000 tons in 2017. "Larger declines are likely for 2018-2020," he added.
