A Behavioral Experiment on the Effects of Nonlethal Weapon Parameters on Crowd Rock-Throwing Behavior

Doctrine on Crowd Management. In near future military operations in megacities, it is expected that soldiers may be faced with problems of managing crowds (Joint Non-Lethal Weapons Program, 2016). Crowds are not a new problem by any means, and there have been several publications on military interactions under many circumstances such as day-to-day crowd control, peaceful marches, nonpeaceful demonstrations, disorderly conduct, and prison riots. The primary source for doctrine on crowd management within the Army is found in FM 3-19.15 Civil Disturbance Operations (Department of Army Headquarters, 2005). Military control of civil disturbance typically occurs within counterinsurgency, stability and support, and peace operations. Given this context, other Army field manuals are resources in developing more specific crowd management strategies for these conditions (Department of Army Headquarters, 2003a; Department of Army Headquarters, 2006; Department of Army Headquarters, 2009; Department of Army Headquarters, 2004).
