MOAA established The Officer Placement Service (TOPS) in 1953, and in the more than 50 years since, the program has grown and progressed tremendously, evolving into a first-class program that provides transition assistance to thousands of members and their families every year.rnThere have been dramatic changes in how the employment process unfolds, but one thing remains constant - the importance of the personal touch. That's the value of MOAA's TOPS program: We offer personal, specialized assistance every day when we critique resumes, counsel individual members, provide mentors and networking contacts through our state-by-state networking program, and assist employers.
