Around 1993, the now-civilian government submitted legislation to reform the armed forces and the Carabineros Organizational Law, a legacy of the 1980 constitution promulgated under the military dictatorship of Augusto Pinochet. Efforts to formally transfer the Carabineros from the Defense Ministry to the Interior Ministry have not met with favor from the Carabineros or the Army. Although the Carabineros are now under the operational control of the Interior Ministry, the Defense Ministry retains nominal control, and the Carabineros budget still falls under this ministry.
