The Ministry of Defense provides the finances for the Kazakh armed forces, while strategic and operational issues lie within the domain of the chief of the General Staff. State power is heavily centralized with the president, Nursultan Nazarbayev, who ultimately holds sway over security and foreign policy matters as commander-in-chief of the armed forces. President Nazarbayev also chairs the National Security Committee, the organization charged with developing a common security strategy among the various ministries with security portfolios.rnIn January 2007, former Prime Minster Daniyal Akhmetov was appointed defense minister. Akhmetov is the first civilian to hold the position in Kazakhstan.
