The final authority in defense matters rests with the emir, who is also the defense minister and the commander-in-chief of the armed forces.rnQatar's military force numbers about 12,000 out of a total population of approximately 1.553 million, about 75 percent of whom are said to be expatriates. Pakistanis, Indians, and Iranians figure heavily in the mix. The military is an all-volunteer force, but the enlisted ranks are largely composed of nonprofessional foreign nationals.
