The supreme commander of the Swedish Defense Forces has operational authority over the armed forces. He is assisted by a Defense Staff headed by a chief of staff. The supreme commander is subordinate to the Cabinet, which acts collectively but is generally represented by the minister of defense. The supreme commander serves for a six-year term. Sweden's armed forces total around 14,000 uniformed regulars, including around 8,000 conscripts. Conscription is universal (except for conscientious objectors, who may perform alternative service), with terms of service ranging from 11 to 17 months. There are also 34,200 persons serving in the Swedish Home Guard. Upon full mobilization, Sweden has 200,000 personnel in service, including Home Guards.
