The president is commander-in-chief of Russia's armed forces. The minister of defense is in charge of the day to-day civilian oversight of the military. However, there are more than 10 different ministries that maintain some standing military force, including the Ministry of the Interior (180,000), Emergency Situations Ministry, Federal Border Guard Service (250,000), and Railway Troops. Non-MoD armed forces total more than two million personnel across the 10 ministries. The total active military strength is currently 1.03 million troops spread across three services: the Army, Navy, and Air Force. The armed forces include 256,000 conscripts, who serve a 12-month term of service; 145,000 women; 250,000 command and support personnel; and 2,400,000 reserves. Reserve obligations remain in force until age 50. Of the total end-strength of 1.03 million personnel, between 155,000 and 180,000 are estimated to maintain permanent operational readiness.
