The armed forces of Belarus are directly subordinate to the Belarusian president. The Defense Ministry is responsible for administrative matters and strategic oversight. The president also heads the Committee for Civil Defense, which largely constitutes the paramilitary forces. The Air Force and Air Defense Corps are subservices of the Army. The armed forces of Belarus actively cooperate with the Russian military, as Belarus has been placed under Moscow's strategic umbrella. The basic aims of the military policy of the Republic of Belarus are to maintain international peace and security, prevent war, and guarantee the national security of the Republic of Belarus in case of military threats. The country is part of the Collective Security Treaty Organization, which comprises former Soviet republics. The active end strength of the armed forces is approximately 48,000 plus a reserve force of approximately 289,500. The size of the military has been kept in line with a series of personnel reforms establishing an end-strength ceiling that was not exceeded until 2010.
