Technically, the nation's defenses come under the jurisdiction of the head of state. But the minister of defense, who is answerable to the head of state, makes all of the day-to-day decisions. Kuwait's military force totals about 15,500 personnel, as well as about 23,700 reserves. Kuwait has the stated objective of building its forces to the 40,000-man level, but little progress has been made in meeting that goal. Reserves have an obligation to serve until age 40, with one month of training required each year. The Kuwaiti National Guard totals some 6,600 personnel and is equipped with Pandur 6×6 armored personnel carriers.
