摘要

Over the last few decades the 'humanitarian' label has increasingly been applied to the actions of the armed forces, and Quick Impact Projects (QIPs) have replaced the more traditional term of 'hearts and minds". This commentary builds on the ongoing debate on the consequences of the military taking on this role. Specifically it addresses an increasing blurring of roles between actors delivering health care in insecure environments, and how a focus on implementation of QIPs has contributed to this.
