I would like to comment that we Japanese understand the attack on Pearl Harbor, which Japan made as a strategy in entering the war, as follows. (1) The Japanese government intended to make the attack after declaring the war Against the United States and did not intend to make a sudden attack. (2) Because of the carelessness of the Japanese ambassador to the United States, the Declaration was not made before the attack. (3) The united States knew the Japanese plan to attack Pearl Harbor before the dec- Laration of the Japanese ambassador, therefore, it is regarded that the US strategy Was based on the information of the attack in advance.
