This letter is in response to "The ATB vs. the traditional tanker:Why no common standard for safety and environmental protection?" by Ralph Keith which was printed in your November 2000 issue. Mr. Keith was premature in his contention that "the ATB offers a savings in capital investment in part because the ATB is built to tug/barge regulations."
