The Waterways Council, Inc. (Wci), has selected Mike Toohey as the organization's new President and CEO. Toohey replaces Cornel Martin who left WCI earlier this year. Massachusetts-based HALO Maritime Defense Systems (HMDS) has appointed Captain Brendan Gray USN (ret) as president. Captain Gray served as a Naval Aviator for 30-years, during his last five years he was the deputy commander and COO for Navy Region Europe. Most recently, he served as VP of Operations for Interactive Data Corporation, a global provider of financial market data, analytics and related services to financial institutions, active traders, and individual investors.
