In 2009, the U.S. Government Accountability Office (GAO) reported that while "the likelihood of terrorist smuggling weapons of mass destruction (WMD) into the United States in cargo containers is low, the nation's vulnerability to this activity and the consequences of such an attack -such as billions of losses in U.S. revenue and halts in manufacturing production-are potentially high."
