Ballast convention within a whisker

The Ballast Water Management Convention has inched closer to ratification as three small nations became signatories. Morocco was first, followed within days by Indonesia and Ghana. At time of press the IMO was yet to confirm whether or not the tonnage from the three signatories was enough to tip the convention into force. The GloBallast Partnerships Programme has advised that tonnage figures are being updated with latest 2015 data. Analysis by The Marine Professional of the tonnage data submitted to the UN for 2014 suggests the convention may still fall slightly short of the 35% tonnage required for it to become binding.
